Increasingly, electricity grids are being\nreconfigured through the addition of information technologies and\ncapabilities, resulting in digitally enabled forms of infrastructure\nknown as the smart grid (cf. Colak et al. 2015, Gangale et al. 2017).\nThis collaborative research with the German Federal Agency for\nTechnical Relief examines the implications of the coming together of\ndigital technologies and (energy) infrastructures for how\ncatastrophic failure is conceptualised and governed. Using blackouts\nas an empirical device, the research asks whether/how the smart grid\nimplies a transformation in how security, risk and resilience are\nconceptualized, and how in the resulting digital-socio-technical\nconfiguration, infrastructural breakdown is governed. The research\nis embedded within on-going geographical debates on forms of\nsecuritising life and the governing of emergencies.\nThe on-going rollout of the smartgrid, enabling a two-way flow of\nelectricity and information, promises enhanced efficiency, stability\nand resilience-arguably rendering blackouts less probable. Yet,\nthere is a lack of analysis of how digital capabilities affect the risk of\ncatastrophic failure. The research draws on recent geographical\ndebates around governing emergencies (c.f. Anderson, 2010). It\nexamines how different stakeholders prepare for electricity\ndisruption, and what their underlying logics are from preparation to\nresponse (Anderson & Adey 2012). Conceptually, it uses\nFoucauldian notions of biopolitics to unpack the relationship\nbetween catastrophic failure and the securitization of life and death\n(c.f.
